2 And the people quarreled with Mosheh and said, “Give us water and we will drink.” And Mosheh said to them, “Why do you dispute with me? Why do you test YHVH?” 3 And the people were thirsty for water there and the people went to Mosheh and said, “Why did you bring us out of Egypt to kill us and our children and our property with thirst?”

12 And Mosheh’s father-in-law Yitro took a burnt offering and sacrifices to God and Aharon and all the elders of Yisra’el came to eat it with him before God. 13 And it was the next day and Mosheh sat down to judge the people and they stood before Mosheh from morning to evening.
